Rules and Consequences

 Possible Consequences

1.         Detention after school for inappropriate behavior, excessive tardies, etc.: Any student failing to report to detention period after being assigned may be assigned to Lunch Bunch. If for some reason it may be impossible to stay the night assigned, the student must get permission from the office to stay the following night.
In certain instances, other detention period times may be arranged through the administration.

            No nine-week grade/credit will be awarded until all time is made up.

2.         Lunch Bunch: Student will report to the office during their lunch break. Student is expected to report five minutes after the bell and will be allowed to leave five minutes before the tardy bell will ring. Student must bring their own lunch.

3.         Out-of-School Suspension (OSS): Student is not allowed to attend school, with zeros recorded in all classes for the duration of said suspension. Students are not to attend school activities or be on school grounds during suspension.

4.         Shadow: The parent will be asked to attend school with his/her child, attending all classes, eating lunch in the cafeteria, etc.

5.         Expulsion: Being withdrawn from school for an extended period of time which could be for the remainder of the semester or school year (through board action).

Saturday School

1. Saturday school will run from 8-12 a.m. on Saturdays as needed. Non-completion or a no show of Saturday school will result in three days of OSS.

 

LUNCH BUNCH

1.         Excessive tardies may result in Lunch Bunch.

2.         Insubordination or disrespect to school official may result in Lunch Bunch

3.         Inappropriate behavior may result in Lunch Bunch.

4.         Abuse of any rules may result in Lunch Bunch.

 

OUT-OF-SCHOOL SUSPENSION (OSS)

1.         Gross insubordination or any lack of cooperation from a student will result in OSS.

2.         Second truancy will result in one day OSS.

3. Third truancy and each truancy thereafter will result in three days OSS.

4.         Fighting will result in OSS.

5.         Alcohol, tobacco, and inhalant use will result in OSS.

6.         Illegal substance use will result in OSS.

 

EXPULSION

1.         District policy as outlined in the Board Policy Manual will be followed for expulsion procedures.

2.         Continued use of OSS will result in the initiation of expulsion procedures.

 

Truancy

Truancy is defined as follows: Once in attendance, an absence for any period of time from scheduled classes or scheduled activity without prior knowledge of parents and school authorities.

Roll is taken in each class period of the day.

When verifying student's absences and there is no telephone in the home, or if there is a question concerning the person answering the phone, a school official may visit the home.

 

Truancy Regulations

1.         First Truancy (per year)

            a.         Parent will be notified of truancy.

            b.         Student will be required to do all work missed before receiving credit.

                        One day rule applies.

2.         Second Truancy (per year)

            a.         Student will be suspended (OSS) for one day.

            b.         Parent will be notified of truancy. This may be a phone call.

3.         Third Truancy (per year) and each truancy thereafter.

            a.         Student will be suspended (OSS) for three days.

            b.         Parent conference will be required before a student will be re-

                        admitted to school.

            c. Student will be risking the loss of class credit if absences total more than ten.

 

Corridor Passes

When going from one room to another during class periods, a student must secure a Corridor Pass from the teacher in charge. Students are to be in class unless carrying such a pass. If students are not in the class, or in the area for which they have secured a pass, they are considered to be truant even if they remain in the school building.

 

Calling Students from Class

Students are only permitted to leave class for emergencies. All other messages will be taken in the office and given to the student during non-class time.

 

Classroom Expulsion Rule

The first time that a student is sent from the classroom to the Principal's Office for discipline, the expulsion rules are explained. The student will remain out of the classroom for the remainder of the period. Student will develop and write a behavior plan of action to get back in class and remain successful.

The second time a student is sent from the classroom for discipline they will be removed from the class for the remainder of the semester, with a letter grade of "F", loss of credit, and student will be placed in a restricted study hall until the end of that semester.

Teacher will notify parent each time that student is sent to the office.

 

Insubordination

            Any gross disrespect for authority (administration, teacher, staff, substitutes) will result in 1 to 3 days OSS (out of school suspension).

            Parent conference may be required before student would be reinstated in school.

 

Harassment/Sexual Harassment

Harassment is a kind of discrimination. It means that someone is treated differently because of his or her sex/differences. It is behavior or words that:

            •Are directed at a person because of his or her sex/differences

            •Are uninvited, unwanted, and unwelcome

            •Cause a person to feel uncomfortable or offended

            •Create an environment that makes learning and participating difficult

            •May be repeated or may be very offensive on a one-time basis.

            No person shall engage in harassment/sexual harassment, retaliate against any person for opposing harassment/sexual harassment, or aid or abet harassment/sexual harassment of any person.

            After appropriate investigation, any person who is found to have engaged in harassment/sexual harassment of another person will be subject to disciplinary action.

 

Fighting

(When 2 or more persons engage in verbal or physical confrontation.)

First offense 1 to 3 days OSS (administrator's decision).

Second offense up to 10 days OSS.

Third offense recommend expulsion.

 

Theft

(Taking of property not belonging to oneself.)

First offense 1 to 5 days OSS (administrator's decision).

Second offense up to 10 days OSS.

Third offense recommend expulsion.

Law Enforcement will be contacted in all instances for prosecution.

 

Weapons

Type 1 -- Deadly weapon [as such term is defined in Wyoming Statute 6-1-104][a][iv]. Type 1 examples are firearms, explosive or incendiary material, knives etc. Type 2 weapon examples are chains, clubs, stars, etc. Type 3 weapon examples are belts, combs, pencils, pocket knives, files, compasses, scissors, pepper spray, mace, etc.

Any student who possesses, uses, transfers, carries, or sells a deadly weapon, (Type 1), while on the school campus or on any school bus or while in attendance at any school activity shall be suspended immediately from school and referred to the Superintendent. Said student shall be expelled from school for not less than one (1) year except that after reconsideration, the Board of Trustees may modify the expulsion requirement on a case-by-case basis.

            The student in possession of a Type 2 or Type 3 weapon shall be subject to administrative disciplinary action which may include suspension or expulsion of up to one (1) year.

 

Possession and/or Unauthorized Use of
Electronic Communication Devices

To minimize class disruptions and help ensure a safe/productive educational environment, the possession and unauthorized use of beepers, portable cellular telephones and/or similar communication devises by students in schools, on school property, on school buses, or at school sponsored activities is prohibited.

 

Lost and Found

All articles that are found must be turned in to the high school office where a "Lost and Found" department is maintained. Lost articles should be reported to the office immediately.

 

Fire Drills

Fire drills will be held throughout the year without the previous knowledge of students or teachers. When the fire alarm sounds, each class is to pass out of the building quietly and orderly in single file. Every person is to immediately exit the building. Students and faculty will return to their rooms as soon as it is determined by the administrator that no real emergency exists. Directions for leaving the building are posted in each room.

 

Internet Access and Expectations

The District's goal in providing Internet access is to promote educational opportunities and communication. The use of the Internet is a privilege, not a right, and inappropriate use will result in cancellation of these privileges and/or other disciplinary actions. In accordance with District policy, the system administrator and teachers will deem what is inappropriate use, and their decision(s) will be final. The District may, at any time, deny, revoke, or suspend specific user access. Students and Parents will need to read, agree to, and sign the school district internet policy.

 

Lockers

Students are responsible for lockers assigned to them when they enroll. These lockers are the property of the school and may be inspected by the school officials at any time. No one is to use a locker other than the one assigned. Lockers and the surrounding hall area must be kept clean and neat. If a locker does not function properly it should be reported to the Custodial Office. Students are issued keys to their individual lockers. They are asked to bring them to school each day, and to turn them in at the end of the school year. Valuables and money should not be kept in lockers. Lockers must be locked at all times.

 

Alcohol, Tobacco and Inhalants

            The use of, or possession of, alcoholic beverages, tobacco or inhalants, (any substance that is inhaled or sniffed that is not intended for that specific purpose or need), by students is prohibited in any of the school buildings, on the school grounds, at school functions, on school busses, or while on school sponsored trips. Students are not permitted to be in school buildings, on school grounds, or at school functions while under the influence of, or in possession of, alcohol, tobacco or drugs when prior use is evident.

            1.         The first offense will result in a required, immediate conference with the student's parents and the principal. The student will be removed from school and the Powell Police Department will be notified for prosecution. The student will then serve one (1) day of Out-of-School Suspension. During this time, the student will not be allowed to make up quizzes and tests missed and will not receive credit for that work. A daily participation grade of zero will be given. The student will participate in a school-formed care group and will remain a member of the care group until released. A student who refuses to participate in a school-formed care group will be recommended to the Superintendendent for suspension from school for ten (10) school days. The student will lose the privilege of attending or participating in extra-curricular school activities and programs for thirty (30) calendar days, excluding school vacation days, except that students may continue to practice for the educational value during that period.

            2.         The consequences for the second offense will be the same as those for the first offense with the following exceptions: Five (5) days of Out-of-School Suspension will follow immediately. A student who refuses to participate in a school-formed care group will be recommended to the Superintendent for expulsion from school for the remainder of the school year.

            3.         Any subsequent offense during a school year will result in a recommendation to the Superintendent for expulsion from school for the remainder of the school year and referral to the Powell Police Department for prosecution. Any student engaged in drug trafficking/providing will be recommended to the Superintendent for expulsion for the remainder of the school year. Law enforcement will be contacted for prosecution.

 

Illegal Drugs

            Upon confirmation of a drug use/abuse violation of District Policy the following will apply.

                        1. The first offense will result in a required, immediate conference with the students's parents and the principal. The student will be removed from school. Law enforcement will be notified for prosecution.Ten days of out-of school suspension will follow immediately. During this time, the student will not be allowed to make up missed quizzes. A daily participation grade of zero will be given.The student will participate in a school-formed care group and will remain a member of the care group until released. A student who             refuses to participate in a school-formed care group will be recommended to the Superintendent for expulsion. The student will lose the privilege of attending or participating in extra-curricular school activities and programs for thirty, (30), calendar days, excluding school vacation days unless formally scheduled extra-curricular activities in which the student would normally be scheduled to participate are scheduled by the coach/sponsor. In the event of formally scheduled activities in which the student would normally be scheduled to participate occur during vacation days, these scheduled days shall count towards the thirty, (30), days of exclusion. During this time of loss of privilege the student may continue to participate for the educational value during the period.

            2. Any subsequent offense during a school year will result in expulsion from school for the remainder of the school year. Law enforcement will be notified for prosecution. In the event any student is/has been engaged in or when there is sufficient information to believe the student intended to engage in drug trafficking/providing, the building administrator will make a recommendation to the Superintendent for expulsion of the student so identified for the remainder of the school year. Law enforcement will be contacted for prosecution.

Open Containers

            Students are required to dispose of any beverage that has been opened when they enter the school building, including twist top bottles, with the exception of water in twist top bottles. Food and drink are not permitted in the classroom except for special activities controlled by the teacher. (When departing from that class, all unfinished drinks must be deposited in the waste can or other appropriate location.) Lockers are for books and personal property. Please, no beverages.

 

Dress and General Appearance

            The personal appearance and dress of students is left to the good taste and discretion of the students and their parents. Students shall be clean, neatly attired, well-groomed, neatly shaven and shall conform to community standards of fashion and modesty. The dress and appearance must not present health and safety problems or cause disruption inside the building, such as chains. The high school administration shall decide upon the appropriateness of the school dress in all questionable cases. Hats (in building), attire with alcohol/tobacco advertisement, attire with language or gestures that are questionable are deemed inappropriate in school.

Parents will be notified by administration.

 

Public Display of Affection (P.D.A.)

            Public display of affection is not appropriate at school. Any action between couples that offends or is embarrassing to others is not acceptable. Students will first receive a warning for inappropriate PDA. Additional warnings could lead to disciplinary action and/or suspension.

 

Dances

1. Dances are not for the general public or High School drop outs. Dances will be open only to students of Powell High School. (Two exceptions are Fall Semi-Formal and Prom.) Guests may be invited only with the advance permission of the high school principal. Guests must follow school rules. No Middle School guests.

2. Prior to the dance, the school must obtain a "dance permit" from the city police department.

3. Students leaving the building during a school dance will not be permitted to return unless permission to leave is first granted by the teacher in charge.

4. Students must be properly dressed for the particular dance. Good manners, proper conduct and general consideration for others are always in order and will be required of all participants.

5. A full day's school attendance is required to attend dances.

 

Extension of School Authority

            All students are subject to the rules and regulations of School District No. 1 and the lawful authority of school district personnel at any time on the school grounds and during school functions on or off the Powell School Campus. All persons must, upon request, identify themselves to proper school authorities in the school building, on school grounds and at school functions. Students and fans attending any school function are expected to show good sportsmanship and courtesy. Students may be denied the right to attend Powell High School activities if they fail to observe these regulations.

 

Administering Medicines to Students

            All medications must be brought to the office. If exceptional circumstances require a student to take oral medication during school hours and the student's parent/legal guardian or doctor cannot be at the school to administer the medication, only the school nurse or a qualified designee approved by the building principal and under the school nurse's direction shall be authorized to administer the medication.

 

School Trips

            Many students will have the privilege of representing Powell High School on school sponsored activity trips. It is an honor to represent your school. Your acceptance of the honor implies that you accept the responsibility of

representing your school in a commendable manner. These trips are under the direct supervision of the sponsor who has complete lawful authority in controlling the actions of his/her group. All rules and regulations of Powell High School will apply during these trips.

Students who attend school functions as representatives of the school group are expected to travel to and return from such functions in authorized school vehicles. At no time will students get into or ride in a vehicle other than authorized school transportation. If prior arrangements are made by parents with the high school principal, a student may be released to the custody of his/her parents or responsible adult.

Conduct detrimental to the image of Powell High School or failure to observe the rules and regulations of Powell High School may result in a student being denied the right to go on school-sponsored trips, as well as, additional punishment such as detentions or suspension/expulsion. Parents may be asked to pick their student up in cases of alcohol/drug use or gross insubordination.

 

School Bus Conduct

Bus drivers have a tremendous responsibility and your cooperation is essential for the safety of all students. Inappropriate behavior may result in you providing your own transportation to and from school. Like in the classroom, food and/or beverages are not allowed on the buses except for special occasions as determined by the coach, sponsor or driver in charge.

The bus driver shall be responsible for the safe operation of the bus and will implement procedures to maintain safety, order and rights for all students riding the bus. On regular daily trips to and from school, the following shall apply:

1.         Students will maintain visual contact with the driver while loading and unloading and on crossovers.

2.         Students must observe the same conduct as in the classroom.

3.         Students must be courteous and must not use profane language.

4.         Eating or drinking on the bus are a privilege.

5.         Students are to keep the bus clean.

6.         Students are to be cooperative with the driver.

7.         Students may not smoke or chew tobacco on the bus and they may not possess alcohol, tobacco or controlled drugs.

8.         Students are not to be destructive, especially with bus seats, windows, etc.

9.         Students must be seated and facing forward at all times. Compartmentalized seating, used in lieu of seat belts, require passengers to remain seated and facing forward to take advantage of this safety feature.

10.       For maximum protection, students must keep heads, hands, and feet inside the bus at all times.

11.       Students must not possess dangerous weapons, ammunition, knives, etc., or use laser pointers.

12.       Those students assigned an advocate to attend classes will also have an advocate on the bus.

13.       Visual and written bomb or shooting threats will be acted on at face value and "actions" will be taken.

These rules are not inclusive of all situations. Students shall not infringe on the safety, order or rights of others.

 

Assemblies

Assemblies are considered a regular part of your high school work. As in a regular class, attendance is required. Students are to observe good audience conduct in all assemblies. This includes courteous attention and courteous applause. Attendance will be taken by advisors.

 

Lunch Program

The school hot lunch program and a la carte are provided for students wishing to take advantage of lunches served by the school. Anyone enrolled in school may eat in the cafeteria. Students are not permitted to use another student's ticket. Tickets are sold in the high school office and must be purchased before 8:00 A.M. to be used for that day's lunch.

 

Bulletin Board Use

            The bulletin board may be used by students for authorized school purposes only. Permission may be secured from the high school office. No posters advertising other than local school activities are ever permitted to be displayed any place in the high school building without the authorization of the high school administration.

Vehicle Parking

Parking privileges are available to Powell High School students. The south parking lot to the east of the Administration Building, the south lot by the pool, the northwest end of the gym as marked and the northwest lot of the band room are designated student parking lots. You should use and take care of these areas by keeping trash picked up so that the area remains clean. Vehicles parked in non-designated areas may be towed.

 

Identification Cards

The Wyoming Activities Association issues identification cards for all high school students in the state. They are primarily to identify you as a Powell High School student when you attend out-of-town school activities. At W.H.S.A.A. sponsored events, including regional and state finals, you will be required to show your card to receive student prices for admission. If you lose the card you were issued at registration, you may get it replaced free of charge at the high school office, while supply lasts.
